I can see stubble underneath my skin, but shaving doesn't remove it. Any help?

There is an area on my face, just below my lower lip, where up close you can see black stubble underneath the skin. I've tried both running an electric shaver over it and shaving the area regularly with shaving cream. Both methods don't remove it. The area actually has a green tinge to it. How do I get the hair out? It's really annoying because from a distance you can see a green area under my lip. Is laser hair removal the only cure?
