Industrial Piercing help?

When I got my belly button done they said wait 6 months to change it and I could change it without a problem after a month. I was wondering how long people have waited to change there industrial- I was told 9 months to a year. I also have a keloid/ hypertrophic scar on my top hole and was wondering if I can change my piercing with this? I've read about emu and tea tree oil but I have no idea where to get this. Can it just be popped? I don't want it to get any bigger. I've had it for about a month now.
