Will a navel piercing still heal with scar tissue?

i got my navel pierced on march 4th and its been good with occasional twinges of pain. Recently theres been a lump of flesh on the top hole that im assuming is just scarring. i do sea salt soaks and emu oil but im wondering is it still possible to heal a navel piercing even with scar tissue on the top hole?
