Youtube Uploading Question?

OK my internet is moderate speed (in Lebanon) and that makes the uploading take hours to do. I don't know why my internet isn't slow. It literally took me from like 8pm to 3am to upload a 2 minute video. why? also, if i cancel the upload or accidentally close the tab, can i continue the upload later? (as in, pick up from where i left off)
